Preregistration is a special process that is available for marketing or advertising photographs, because they are particularly vulnerable to being infringed upon before they are released. Preregistration is not a substitute for registration. If you preregister your copyright claim, you still must register it in a timely fashion, but preregistration allows you to sue an infringer quickly without having to wait for the actual registration process to be completed. You may preregister marketing or advertising photographs online by filling out the application and paying the $140 fee. Instead of submitting copies of the work, you submit a written description. Further information about preregistration is available at copyright.gov.
